The Governor's Conference on Public Employment
Relations in October 1968 drew nearly 700 labor
specialists to discuss public employment relations.
During the conference, issues such as the right to strike,
show cause hearings, compulsory or voluntary interest
arbitration, and unfair labor practices were discussed.
